I think the pattern should read that you have 24 sets of 2 dcs, the pattern is repeated over 3 stitches, so the 72 stitches from row 7, would give you 24 sets. Row 9 should be 12 ripples and 12 sets of 2 dc, so you would need 24 sets here. I have checked mine and have 24 x 2dcs in that row! Hope this helps.
