Hi Katherine - yes it is. Top down knitting is my favourite method of knitting, I'll never seam a garment again!!
As for the sleeves - I work them using magic loop method (or DPNs) and find that just knitting round and round in St St with absolutely no purl rounds is a breeze and makes knitting much quicker than it would be to work the sleeves flat. I guess some people can find knitting in the round tricksy at first but once you get used to it, believe me, you'll never want to work a sleeve flat and have to seam it up and set it in again!!! :)
