@Nancy N: it means that after you have finished all the armhole decreases and now have 19sts (smallest size), you continue to knit 3 more rows (without any decreases) in whatever colour your stripe pattern is up to. At the end of these 3 rows, your colour pattern should now be at the point where you have just finished your 2nd row of colour D (smallest size). It took me a while to figure this all out too!
